lol
I've seen people not say a single thing to each other before. So the game is totally playable without communication. Actually they have this thing where you can ping the map to let people know where enemies are or to focus on someone. So it's possible to play without direct communication. But it helps occasionally to be able to speak to each other.
Hell. In WoW battlegrounds, the only communication I often see is; "You people fail!" "I <3 COOKIES!" stupid things.

That's the beauty of it all, it all depends on the situation. You bring up some good points, without a doubt. I will say this:
The American needs to keep his/her damned eyes off of their neighbors cell phone, as it isn't their business. In that situation, they would be the dickwad.
You and some friends in your own country chosing to speak English for the folks who don't speak Japanese, that could go both ways. The folks who don't speak Japanese could be the dickwads, but so could you. Mind you, this has no bearing on my opinion of you as a person. Don't know you, so I reserve any kind of opinion to be formed later on.
On to Carlos.
I agree completely.

I have a solution. Lets all make up a new language and speak that instead of all our old languages... oh wait, someone tried that once and it was about as popular as prostate exams and mamagrams.

When it comes to being in public, that's a different situation. But when you are in a private group, a situation like Carlos' clan/guild, then everyone is meant to be in part of the same conversation. Kailan mentioned if she had only English-speakers on one side and bilinguals on the other, they'd all speak English. That is their private group. Now, if two of them had chosen to speak only Japanese or some other language, the other English-only folks would be left out entirely and feel a little alienated.
It's all the same to me.
If in public, if someone got mad at someone speaking another language over the phone, or amongst their own private group, then there is no reason at all to get upset about that. I thoroughly agree that's "dickwad"-ish.
