So for the past couple weeks, I've been helping do some "worldbuilding" for Pitman's Crisis setting. Rather than keep those interested in suspense any longer, I figured I'd go ahead and start to post what I've done so far, as much to show people progress as well as to get any input and constructive criticism people have to offer.
With that said, lets begin with the New USA:

The New United States was founded in 2073 after the end of the Bio-Hazard Wars in an attempt to restore the United States. However this restoration was never fully realized, both due to the rise of other powers as well as large portions of North America still being unconquerable due to Bio-Hazards roaming the land. As well the power building of City-States didn't help either as Governors power increased over a course of a century. When the destruction of New York-2 the former capital of the NUSA by the RUNE security council the countries former central government was mostly destroyed leaving the power in the hands of the Governors of the various City-States. Now for the last eight years an endless civil war has overtaken the NUSA with multiple governors trying to become the new president of the NUSA. Currently only 13 governors remain as the rest either fell to another or surrendered the the remaining 13.
ANEW edit: Since the fall of Netropolis City and the destruction of the Protectorate of California, the NUSA Civil War has come to an uneasy truce. The many refugees coming east as well as invading Bio Hazards has lead the NUSA city-states to make an uneasy coalition of the remaining Governors to fight against the tide of Monsters. What is worse is a new Cult has formed which has increasingly seen popular especially it praises the Bio Hazard who destroyed so much. It is due to this the "Revolution" must be put down but with a war torn land and much of the military capability thrown into a battle of each other it seems NUSA can only do but run and continuously move to avoid being attack this growing tide of enemies. With no help who would in their right mind help this nation falling apart on itself?

Government & Politics:
The New USA, although considered a nation, has not truly been a whole country for some time; rather it has been in the midst of a civil war which has denied it a stable, centralized government.
Although there is a constitution and the provisions for a system of federal government in place, they have not been enacted and therefore all three branches of the former Federal Government remain vacant.
Instead, each city-state is governed independently by its own local state government; although patterned on the system used by the states of the old United States, it has been altered and shaped into a parody of its original form through years of hardships, warfare, starvation and the powers that be needing to cling to power through all the civil strife.
Although there are slight variances between each city-state, overall states are all highly centralized and militarized out of necessity. That said they are also rife with corruption, with politicians essentially being a "rich man's club" who have first pick of the limited resources, resulting in a great disparity between themselves and the common citizens.
The parties in power essentially hold a monopoly on it, enabling them to pass and enforce laws as they see fit - even selectively at times, or in ways that the former US would have deemed unconstitutional. For example elections are held, but generally rigged and it isn't unknown for the long deceased to cast ballots for the incumbents somehow.
Combined with how the military and industrial sector are both in bed with the ruling parties (most politicians are ex-military or industrialists) it leaves each of these states a democratic society in name only.
Although the states have since tried to come together, their respective governments (especially their dictator-like governors) have no wish to share power and this is likely to hinder any attempts at a united front against the biohazard enemy.

Geopolitical Divisions:
Being a pseudo-nation based around gigantic, mobile city-ships, the New USA lacks traditional administrative subdivisions like those possessed by most of the other nations which have sprung up on earth follow the Biohazard Wars.
Instead, each city-state has a constantly changing "zone of influence", depending on variable factors such as the city's current location, the path it has recently been following, and whether it can spare soldiers and smaller command landships (essentially mobile forts and outposts) with which to enforce its authority over the territory.
Even then, this is done moreso as a "picketing" tactic to avoid large enemy forces from getting too close to the city-state. As these "Zones of influence" are predominantly used for resource gathering, and the picket lines serve to form a buffer between rival city states, the ideal goal is to control as large a swathe of land with as few troops as possible while the city's forces gather the necessary resources to keep their factories running; the result is that these outposts never stay in one area for too long and will willingly abandon land once they've begun to encroach on the territory of another city state or a biohazard camp, preferring to fall back and link up with reinforcements rather than be wiped out.
While this has long been the norm, and while it has lead to much infighting in the past as cities engaged one another over scarce resources. With the recent fall of California and the migration of both refugees and biohazards towards NUSA territory there have been attempts to instead solidify control over as much of the east coast as possible, and focus on using the "buffer zone" tactic against the biohazard threat.
However only time will tell if they can succeed in unifying enough to resist the biohazard horde's surge eastward.

Cultural Information:
Compared to the multi-cultural aspect that was shaping American society at the beginning of the 21st century, the crucible of war and strife has molded NUSA citizens (regardless of their varied ethnic origins) into a more homogenous culture.
Near-constant conflict, a system of near-universal military service, severe rationing and even shortages for those not in the military, periods of overpopulation, and a near lack of any time for the finer aspects of human society such as literature or the arts have all shaped them into a hardy, self-confident people raised to do more with less.
And although it has also lead to them having a morbid sense of humor, they still possess an overall character that is resolute and determined; although some would say this environment also makes them stubborned, short-tempered, and prone to violence while lacking diplomacy skills or the ability to think one's actions through ahead of time.
Common traits in this society include an emphasis on self-reliance, the conservation of resources, improvisation in both material and situational matters, and an uncanny knack for scavenging and repairing things others would consider beyond use.
Citizens also generally have a decent understanding of survival skills, fieldcraft and technical and mechanic skills, but overall a lack of more than a basic education; it is more important to know how to survive in the field and to repair and maintain equipment and weapons than it is to have anything beyond a basic grasp of literacy.
Similarly, for most life is seen as short and violent; this has lead to both a subculture of piousness in some regions, and one which indulges in worldly vices in others, with the average citizen being somewhere in between and maintaining an almost hypocritical mix of religiousness on one hand, and a fascination with violence, drinking and the pleasures of the flesh on the other.
This being said, each city-state retains its own individual culture to a degree, and in addition tends to be divided up into regions which are further diverse from one another.
On top of this the smaller city, town and village-sized landships making up the rest of a state's "fleet" add even more variations, though again these still tend to defer to their "parent" city-state as well as NUSA culture as a whole.
Another major part of NUSA culture is the military; due to a revival of the old American draft system almost everyone either is serving (if only in a reserve status), has served or has relatives and loved ones serving. Indeed, the military is seen as a noble, patriotic career - liberating the old United States from the Biohazard menace in order to one day return America to her rightful place - this is of course despite the fact recently more effort has been expended fighting rival city-states.
However, since the events of New York-2 this emphasis on military service has been a harsh necessity, and indeed it serves both to train citizens with survival and technical skills and to somewhat "cull" the excess population to prevent starvation among the cities, the troops mostly being deployed elsewhere on military mobile bases and landships.

Military Overview:

Unlike most other countries, NUSA lacks a centralized military; rather, each city state has its own military forces (not unlike the state militias and national guards of the former United States). These forces are under the command of their respective state governors, who acts as commander-in-chief on all military matters. The result is that many times in the past governors have become little more than tinpot dictators, abusing these private militaries and actually weakening the NUSA as a whole through infighting and warmongering.

As for these military forces themselves, they tend to be patterned (as much as possible) on the old US Military and like it they are broken down into several services, further divided into branches.

* A more recent addition to the forces of the New USA city-states are Heavy Infantry wearing powered exo-skeletons.
* These suits allows them to wear much heavier body armor and carry heavier weapons and gear without increasing operator fatigue, especially useful in combat situations against biohazards where standard personal weapons readily tend to prove ineffective.
* Although all states utilize infantry in powered armor, No two states uses quite the same combination of armor and weapon models. This is due to the fact most of their powered armors are either export models bought from other nations, or local adaptations thereof. Still, their overall performance varies little from one state's power armor to another.
* Like standard infantry, powered armor forces primarily operate as infantry dismounts carried in specially refitted APCs and IFVs or even heavy cargo trucks when necessary.
* While the need for mobility is true of all NUSA forces due to the predominant terrain and tactics in North America, it is especially necessary for the powered armors as they are older models with less efficient operating time/range and which have slow, clunky movement compared to the natural movement of a human; they tend to rely more on thick armor and brute strength to survive close combat.
* These forces are mainly used in operations against bio-hazards, as even the most cavalier of generals recognizes their limited numbers and powerful nature means they are overkill for most conventional military operations against other humans.
* Due to their undersupplied nature, NUSA forces make use of older powered armor which is a generation or two older than most of the current human powers - still, against the disorganized, tribal opponents they encounter amongst The Many even these obsolete armors are useful.
* With varying loadouts, these forces are capable of serving in multitude of roles (in fact all the same ones that regular infantry serve in). However their primary two are roles where traditional infantry prove too fragile - as heavy assault forces, and as anti-biohazard "kill teams" using small unit tactics to destroy isolated targets while the regular forces act in a fire support role.

However, I would like Pitman to tell me if there is any naming scheme for the City-States themselves. Like, are they named after old states? Or maybe named thematically? Like New Columbia, Liberty City, etc?
Also are there only 13 city-states? Or do some of the governors control more than one? I'd prefer the latter, plus it makes sense that when they conquered an enemy they incorporated their assets (city included) into their own.

- Reformed United Nations of Earth: The New USA was one of the founding members of RUNE, and has been a member ever since; however, since the period of civil war this membership has been marginalized, and it is no longer on the security council due to "lack of stability" (and lack of an actual functioning central government). In addition many other members treat them as little more than a poor relation nowadays, leading to some resentment from the individual governors. Additionally attempts by several governors to garner favor with RUNE's security council in order to dispatch aid and peacekeepers to end the civil war and declare a ceasefire (namely a ceasefire in which that particular governor would be declared president) have all failed.
- Confederacy of Free Cities & Trade: Prior to the loss of the Protectorate of California, the Confederacy was on good terms with the New USA (in fact carefully maintaining support of the nation as a whole while remaining neutral in the internal civil war). And was one of the few RUNE member states with any measure of economic trade. Since then, NUSA has taken a more hostile stance towards the Confederacy both for failing to stop the biohazard menace in North America and due to the thousands of refugees from the former Confederate region of California streaming into its already resource-poor territory, ignored by their own government.
- Neo-Europa Duchy: One of the other RUNE member states the New USA has steady diplomatic and economic relations with.
In addition to agricultural and industrial imports (namely the machinery used to build new landships and cityships, as well as maintaining existing ones) there was a thriving military export and surplus market. This was because Europa, being a highly militarized nation even by current standards, had considerable numbers of weapons and equipment to sell to the various state militaries.
Since their defeat in the Eurasian War however and their priority on rebuilding their own shattered forces, most trade these days is for either non-military goods, though the two states maintain strong diplomatic ties. - Eurasian Union: Many in the New USA blame the Eurasians' predecessors for their own downfall due to the invasion of the United States during WW3, and this shows in terms of diplomacy; it is practically nonexistent. In previous decades the NUSA had consistently sided with the Confederacy and Europa against the Eurasian Union when disputes arose, and it is only their current weakened state and preoccupation with the biohazard menace that prevents them from forming a more united front alongside their traditional allies - while they lack the means, they have the will to side with the Confederacy and Europa in any future intra-human conflicts.
- Muslim League: ...
- Pacific Asian Union: In a show of solidarity with the Confederacy, the NUSA view the PAU as an illegitimate rebel state; this said, they lack the means to actually contribute to the war against them, and thus this is little more than currying favor with one of the few states who have consistently provided aid to them.
- South American Federation: Divided by the former Mexican Protectorate, NUSA and the South American Federation have next to no diplomatic or economic ties.
In fact, the two states have been semi-hostile towards one another at times, and both have traditionally used Mexico as a buffer between the other.
Now with biohazard forces spreading towards both nations, some amongst the two states as well as other members of RUNE are urging them to mend ties and present a united front, though this seems unlikely to occur without some powerful catalyst. - Indian Plutocracy: ...

Another major part of NUSA culture is the military; due to a revival of the old American draft system almost everyone either is serving (if only in a reserve status), has served or has relatives and loved ones serving. Indeed, the military is seen as a noble, patriotic career - liberating the old United States from the Biohazard menace in order to one day return America to her rightful place - this is of course despite the fact recently more effort has been expended fighting rival city-states.
However, since the events of New York-2 this emphasis on military service has been a harsh necessity, and indeed it serves both to train citizens with survival and technical skills and to somewhat "cull" the excess population to prevent starvation among the cities, the troops mostly being deployed elsewhere on military mobile bases and landships.

Unlike most other countries, NUSA lacks a centralized military; rather, each city state has its own military forces (not unlike the state militias and national guards of the former United States). These forces are under the command of their respective state governors, who acts as commander-in-chief on all military matters. The result is that many times in the past governors have become little more than tinpot dictators, abusing these private militaries and actually weakening the NUSA as a whole through infighting and warmongering.

As for these military forces themselves, they tend to be patterned (as much as possible) on the old US Military and like it they are broken down into several services, further divided into branches.
Services typically include the State Army, State Air Force, Special Forces and the Militia; these states entirely lack traditional "wet" navies as they don't truly possess territory beyond their own city-states and thus control no facilities to maintain maritime fleets.
The Army of any state in general easily outnumbers all the other services, mainly due to emphasis on mobile armored warfare in combat doctrine but also due to lack of resources for constructing current-generation aircraft leaving the Air Forces of most states severely under-funded and little more than glorified close air support for the ground troops.

Although they lack a centralized military with common regulations, for the most part each individual city-state tries to follow its own interpretation of the traditions of the former US Armed Forces. As such, while slight variances occur each state overall ends up with more-or-less the same tactical doctrines, unit structure, rank system, similar uniforms and overall similar capabilities.

Unit Notes:
* A more recent addition to the forces of the New USA city-states are Heavy Infantry wearing powered exo-skeletons.
* These suits allows them to wear much heavier body armor and carry heavier weapons and gear without increasing operator fatigue, especially useful in combat situations against biohazards where standard personal weapons readily tend to prove ineffective.
* Although all states utilize infantry in powered armor, No two states uses quite the same combination of armor and weapon models. This is due to the fact most of their powered armors are either export models bought from other nations, or local adaptations thereof. Still, their overall performance varies little from one state's power armor to another.
* Like standard infantry, powered armor forces primarily operate as infantry dismounts carried in specially refitted APCs and IFVs or even heavy cargo trucks when necessary.
* While the need for mobility is true of all NUSA forces due to the predominant terrain and tactics in North America, it is especially necessary for the powered armors as they are older models with less efficient operating time/range and which have slow, clunky movement compared to the natural movement of a human; they tend to rely more on thick armor and brute strength to survive close combat.
* These forces are mainly used in operations against bio-hazards, as even the most cavalier of generals recognizes their limited numbers and powerful nature means they are overkill for most conventional military operations against other humans.
* Due to their undersupplied nature, NUSA forces make use of older powered armor which is a generation or two older than most of the current human powers - still, against the disorganized, tribal opponents they encounter amongst The Many even these obsolete armors are useful.
* With varying loadouts, these forces are capable of serving in multitude of roles (in fact all the same ones that regular infantry serve in). However their primary two are roles where traditional infantry prove too fragile - as heavy assault forces, and as anti-biohazard "kill teams" using small unit tactics to destroy isolated targets while the regular forces act in a fire support role.

Keep in mind that's very WIP. I have a full list of NUSA units I'll be adding in as the night goes on, in addition to more on the military in general.
However, I would like Pitman to tell me if there is any naming scheme for the City-States themselves. Like, are they named after old states? Or maybe named thematically? Like New Columbia, Liberty City, etc?
Also are there only 13 city-states? Or do some of the governors control more than one? I'd prefer the latter, plus it makes sense that when they conquered an enemy they incorporated their assets (city included) into their own.
