The world known pirate James Wong aren't too happy about how he's doing recently. It's not the part where the NAU's been trying to chase him down, or the part that his plans in PU didn't work out exactly the way he wanted it... it's mainly the new princess that he's found while in Japan. Normally the skirt chasing pirate would be very happy at the addition of a beautiful young woman to his selection, but this one's getting a bit out of hand. She seems to stick around him often, even more so then Ann, Saria, and Silvia, to the point where his Newtype sensing is acting up more often than they do on the battlefield. He appreciate attention from the girl, but it gets stressful when it gets to the stalker level, trying to balance out the relations between the other members of his harem with the new addition didn't help him either.
While all this happen, the Crimson Storm fleet has avoided or fought off hostile NAU fleets and Oceania fleets, thanks to the might of the Forneus mobile pods. They're so effective that James ordered it to be improved on, the designs are already completed, all it'll take now is a place to mass produce them. Africa would be a nice choice, with several allies there thanks to the efforts of Brock and Derek, it'll also help improve the technology level of his allies against the Ys States. So they change route, as much as they'd like to burn their way through NAU, it'll take too much time and effort. Heading through South America seems to be a better choice, there's rumors of another faction controlling the area, but even if there are it's not one that is allied with the Ys so that'll leave room for negotiations if needed. So after crushing yet another NAU patrol fleet, the Crimson Storm fleet arrives at the West coast of South America, the continent where the former Earth Federation Force Headquarters are located at.

South America was a harsh land, even before the fall of the Federation. Since then it only got worse as the wildlife reclaimed what had been lost, with wide forests and wet jungles crawling out from their prior borders to consume plains and farmland cultivated by man, making combat and even living there a daunting task. Imposing mountains crossed entire nations, some big enough to hold entire cities on their plateaus, let alone inside the pillars or rock and earth. As the pirates came in from the west they would see that clearly, the Andes' peaks proving quite the obstacle to anyone trying to enter or attack. Perhaps it was why the Oceanians never tried such a venture, in some places there was not even beach; just cliff face against which waves broke.
While they had yet to see who lived here, the natives apparently found them. Unique sonar signatures unlike those of NAU submarine forces were occasionally picked up, keeping a healthy distance from the fleet as it approached. No doubt, trying to determine where it was bound and eventually coming to the conclusion these newcomers were en route to the Compact's homeland. ERC forces came nowhere near the several miles of continental shelf expanding out from the South American coastline, so one could at least be confident that their kind didn't hold any sway in this forbidding territory.
"So those forces are still inbound?" Colonel Alvarez asked. He was the acting officer in charge of Coquimbo Base, the staging point for the EDC's Pacific Fleet.
"It appears so, colonel."
"Put some up to date pictures on screen."
An image of the hover ships cruising towards shore was put up on the main screen of the base's CIC, where the colonel and his staff watched things unfold. In fact they'd been watching this for quite some time, those tall mountains hid many early warning posts, and the running battles with the NAU were hard to miss. They planned to give the North American delegation trouble later for engaging unnamed hostiles so close to their borders without informing them first, always ready to keep the yankees on their toes. The Southerners didn't trust them a lick, not anymore. But the more pressing concern, was that they were coming this way and no one had any idea who they were or why they had come.
"Seems there's an entire fleet of them there, sir. They handling the Union forces with no trouble." His sensor officer reported punctually.
"Hmm...What's their heading?"
"They seem to have taken a South-eastern approach, presumably from mainland Asia?"
The colonel scratched his chin. "That would fit the bill. Intelligence does indicate that the war in Asia is still underway."
"Do you think they're Chinese?" The young man asked, turning around in his seat. Despite working here since the base was built several months ago, he was still rather green.
Alvarez, conversely, was well into middle age. Slightly pudgy and out of shape, his mind and tactical sense were as sharp as ever. Getting sent to the west was a prestigious posting, it meant you were the bastion of the Compact, something in which he took pride. "Suppose we'll find out. Send out a message on the standard hailing frequencies."
"Affirmative sir, message?"
"How about: Unknown forces, you have violated the maritime borders of the El Dorado Compact. Identify yourselves immediately, or turn back. If you are affiliated with the North American Union your presence here is against the terms of the Treaty of Palma. Failure to respond or change course will be taken as a sign of hostility."
"Message sent." The young officer said, broadcasting the message to the Crimson Storm fleet on the typical channels for contact.
"Now we wait. Put the base on Yellow Alert, send word to the Capital. Tell Santiago and Bogota to do the same, they could be next if these people prove hostile." Alvarez said.
Considering the battles he doubted they were ERC aligned, but procedure dictated that it be mentioned. It was doubly useful, it'd ID any other nations in the ERC that were tied into the Treaty of Palma by proxy, as well as anyone who didn't like then. In this case, he expected the latter.
"Let's hope they're friendly than when the NAU showed up out of the blue eight years ago. It wasn't very pretty, and I think we have enough enemies and not enough friends." The colonel said to his staff officers as the base was put on call.

"Boss, we got a call from a group that goes by the name of El Dorado Compact. Looks like they're the South American guys that we heard about."
"Hm, I've heard that name a few times... the NAU was fighting some guys like that a while back didn't they? Decrease speed!
An operation pass the messages to James, who gets the fleet to slow down, and send out his own message in reply. If these are the same group that engaged in battle with the NAUs, then perhaps he'll have better luck than they did in Japan with the PUs. The fleet changes their signal to one that is different from the other nations, to show that they are not under the command of any nations but themselves.
"I am James Wong, the leader of the Crimson Storm, and a well known enemy of the Earth Restoration Coalition. We do not plan to be an enemy of any other nation, and we have no contract with anyone to perform any hostile action against the El Dorado Compact. If possible, we would like to lower our arms and have a peaceful conversation with those in charge of the El Dorado Compact, I'm sure they would be interested in some of the wares that we are carrying..."
They are of course not a part of the ERC, in fact they're the group with the most hostile relation against them, and have the most success in combat against the larger alliance. For one they just indirectly destroyed PU before Qing could gain anymore from attacking the weakened nation, and gained valuable technology and resources from the operation, technology and resources that El Dorado Compact might be interested in... so now not only are they a large group of pirates and mercenaries, but they are also a sort of merchant... one that operates without expenses that is.

The colonel ponders that request briefly.
"Understood Crimson Storm. Please hold position and stand by." He requested, having his comms officer send that message first, and then another one by wire to high command back at Jaburo. High priority.
"What do you make of this?" Alvarez inquired of his staff, peering at the group that was now moving much more slowly.
"Pretty heavily armed group." One man said.
"Don't imagine they'd have lasted long against the ERC if they weren't." Another added, the colonel nodded to both.
"Are we going to take them up on the offer?" The man monitoring their communications asked while waiting for a response.
"Not for me to decide, but I suppose there's no harm in hearing them out. We could use more friends, if we're to combat the Coalition. The NAU can't hope to beat us, but that European group is who I worry about..."
The commander didn't get much time to mull it over.
"Priority message from Jaburo. We're permitted to open dialogue." The junior officer dutifully reported. "From the general himself."
"So be, patch me back in."
The pirates didn't end up waiting long, in truth. It seemed much longer for the people at the base, whom were used to expecting trouble as soon as it showed up on the horizon. Being in a state of on-and-off war with the NAU didn't help matters much.
"Commander Wong, we are willing to hear out your proposal. This is Colonel Alvarez of the EDC; kindly resume course at a southward bearing, to coordinates 29.9531 south and 71.3433 west where we shall receive you. We are located in Coquimbo Naval Base. Is this agreeable?" He asked, and waited to see what was said back.
Being they were nice enough to give coordinates the group could pull up a map and find out what this area looked like before they got there. Coquimbo region was one of the most mountainous regions on the continent, and the base named after it was apparently located in a natural harbor. While the interior of the harbor was fairly flat, both flanks of the bay at the narrowest point were fairly mountainous and perfect for defending against anyone trying to break in. It'd be hard to assail in most cases, fortunately they were invited in and wouldn't need to fight their way inside.

The fleet waited for a few moments and gave the EDC a bit of time to decide on their actions, but looks like it's a welcoming call judging from the response that they have received.
"Thank you for your time, Colonel Alvarez. We will follow your advices and head to the meeting location."
Once they broke the ice, it'll be a lot easier to form a stable relationship with the other nations. After all, the Crimson Storm might be a city razing, riches robbing pirate group, but they seem to limit their targets to the ERC unless they were hired to do otherwise. Being able to be paid off also makes them a safer group to deal with, other than the fact that they have a massive army that can go head on against large nations, they might actually be easier to reason with than regular pirates or nations with zealots in charge.
After the messages are exchanged, James sends out his orders to the rest of the fleet, with a total of 15 ships under his command it would take a bit of time to prepare their movements when they are not in battle.
"Everyone hear me, this is your leader James Wong. We will now head towards the Coquimbo Naval Base and meet with the El Dorado Compact, do not cause any problems in the area, or I'll hang your head on a pole. All ships change your directions, we're moving towards the South."
He's a disappointed he don't get to see the remains(?) of Jaburo with his own eyes, but that can be done in the future if a friendly relationship is established with the EDC.
When they have arrived, the defensive ability of the area was quickly noticed by the commanders, if they do happen to fight a battle here it won't be pretty. But lucky for them they're here as visitors, and won't have to deal with a tough terrain like here. They wait a bit for instructions to stop the fleet, after it's ready, the Hades move into the dock while the rest of the fleet stand guard outside in case they are needed. To show that they have no intention to start a battle, their weapons are dis-activated, but everyone on board remains on alert for when they need to head in or move out.

A series of lights along the shore beckon them in and guide them towards the base's docks, which are huge and expansive. Remnants of an old city sit on the northern side of the bay, but it looks long abandoned. Most of the buildings that remain have fallen in or weathered until now only walls and fallen-in roofs remain, some of the ones closer to the base were taken over and seem to have been renovated into housing. The shipyard itself currently has about 20 ships docked, strange looked ones compared to what would have been seen in Europe and Asia. Perhaps more unusual is that mobile suits were also standing guard as they approached, apparently meant for aquatic operations if the claws and smooth, hydrodynamic hulls were any indication. More typical were the platoons of tanks and infantry also milling about and moving to defensive posture. Apparently the natives of the South were about as advanced as those of Europe, and had apparently grown to implement some interesting design practices in their isolation. While a friendly meeting, they were going to be prepared just in case. It has to be noted they didn't have their weapons shouldered either, the people here were honorable of a sort...just untrusting. The newcomers were permitted dock space, though the fit required some finesse, since they weren't built around serving vessels of this type.
The colonel arrived on the back of some kind of vtol bike, twin fan engines propelling it about a foot off the ground, speeding down the dusty roads from the interior of the base towards the shipyards. The majority of the military facilities seemed to be on the more ridged southern edge of the harbor, where there was more rock and stone to carve into and build within, making bombing the place significantly harder. James might recognize those bikes as wappas. A few more fan-based vtol vehicles moved alongside to act as escort, and these appeared to be based on fanfans. Slightly enlonged versions more specifically, they seemed to house both a driver and a copilot. Perhaps, if they had this tech, that base James wanted to see was still around afterall? It was clearly EFF in design, or at least inspired by it.
"Commander, or would it be captain? You gave me a name and no rank to match." Alvarez said while climbing off the bike and standing in front of him. The uniform the colonel and the other soldiers wore was also distinctly Federal in design. The body being tan or ochre with black trim, almost exactly what Derek and his company would have noticed the Dakar forces wearing. The patch on the shoulder, however, was entirely unique; showing a stair-stepped ziggurat style pyramid superimposed over a lush jungle, with a crescent moon looking down over it all. 'El Dorado Compact' was written below that, and 'La Alianza Dorada' below.
"No matter, I am Alvarez, with whom you spoke." The commander continued and offered a hand to shake. If James thought he got stares in Japan it was nothing like here, he could feel every eye on the base watching him. Being a rogue himself he'd recognize immediately that it was the sort of look you saw in the eyes of men in a seedy bar, or during a black market deal, or when fighting in an unholy alliance: they were weary to no small amount.
"You'll have to forgive the men. We don't receive many outsiders. Most who show up tend to try and pillage the hard-won fruits of our labor. Being an enemy of the ERC, I hope we don't have those same problems." Alvarez says, motioning to the troops on standby and then moving to clasp his hands behind his back. "After the NAU invaded about a decade ago, and numerous bandit clans acting out of ERC territory against before that, we've come to value our security. Highly."
"Now then...would you prefer to accompany me to somewhere more formal to conduct business? We have a diplomatic quarter here. As a gesture of good will, I'm prepared to accompany you back to your ship, if you would prefer that arrangement. In either case you may bring the rest of your ships in to be moored amongst your flagship here. Fuel is precious in these lands, I doubt having them tax in the harbor is beneficial."

The size of the dock makes it a bit difficult for the large ship to move to a right position, but the experienced crew managed to get it done in a fairly short amount of time, moving in place without knocking over a pole or a wall. After that's done, James comes out of the ship with Saria and a few lightly armed guards, being the only other person that shares a similar interest in the history of the EFF, she seems to be the right choice to make for this trip.
James could see these advance weapons moving around, showing that this group has quite of bit of technology level, and a strong enough military to keep the hands of those ERC fools to themselves. Perhaps just the kind of partner that he's looking for, one that don't depend on him, and won't have the needs to push him to work either.
When the Colonel approaches to greet him, he reaches out and return the handshake, slightly different from the one that he presents his men with, to show his friendship and not to seal a contract.
"Nice to meet you Colonel, I am James Wong, this woman here is one of my captains."
"Saria Thoth, I'm also a historic researcher."
Saria does the same with a handshake of her own, though she seems to care more about the buildings and units around than the meeting itself. As much as James would like to follow her example and let his mind wonder off, he's still got to make sure the deal goes as well as hope.
"We're not an official military group, so the men have always called me by my name. But during our... visit to Japan, I had taken the position of a Brigade General, so perhaps I could be known as that."
For a man that commands a total of twenty ships, his rank seems a bit low, but at least it's something better than not having a rank at all. But throwing that aside, the uniform catches his eyes quite a bit, they seem similar to those in Dakar and those of a EFF soldier. Jaburo is in this area, so perhaps the EDC have connections to the EFF just like those in Dakar? If so, they might have a bit more to talk about other than business.
"That's not too much of a problem, anyone would act the same before a stranger, especially in times of chaos such as what we have now. Perhaps we could talk in your diplomatic quarters then, I will have the men rest while we talk, and rest assured they won't cause any trouble. Lets go Saria, we can look at those Fanfans later."
He calls Saria who was looking and comparing the design of the Fanfan and what she's looking at right now, she was about to draw a picture of it but then remembers they're not exactly allies just yet, so she stop her attempts of being a spy(?) and turns to leave with the group.

The rest of the fleet enters the dock and get some rest, some of the men that finished their job goes to relax on the sun, while some goes for fishing. Looks like the idea of freedom and chaos aren't something only reserved for their boss, and they care little about the EDC troops staring at them. Other activities includes art and music, sports, and for James' personal guards, sun bathing. Ann, Silvia, and Yumi seems to be planning something while James is away, but it seems harmless enough so no one goes to stop them. They do however, keep their actions inside or around the ships to avoid any trouble.

Alrarez shook hands with the others when presented. "A historian? There's no shortage of history here, if you don't mind a safari to uncover it. I doubt you'll find the continent as welcoming as the old books make it sound. It's a good thing you approached from the west, the other side would have sent you into the heart of the Amazon...and we're in the wet season."
After that he put his attention back on the leader of this band. "Japan? You sound well traveled. There were rumblings of some Great Qing Empire that terrified the NAU for the last few months, but we've yet to see them. I suppose we're lucky for that."
"Those vehicles your captain is interested in, we call them wasps, they're a slight improvement on the fanfan. This is a base primarily, so I'm sorry if there isn't much for your men to do while waiting. But it is safe, if nothing else. I doubt any of the ERC would be foolish enough to try and show up here, after we threw them out several months ago. Now right this way." The colonel said and lead them by foot towards the restored part of Old Coquimbo, following a paved road around the curve of the port itself to get there. This part had fewer trappings of a dedicated base like the southern quarter did, and people milled about the roads here out of uniform. A few shops were set up in a couple of the renovated houses, so it seems that people had moved in here to do business with the soldiers, or perhaps live with their families off base. The armed forces ran with the idea and set up a well-to-do district out here to conduct business with westerners, so they wouldn't have to take them into the continent's interior and allow them to see anything potentially able to be used against them. Buenos Aires was used for similar on the other edge of the continent, keeping the secret nature of Jaburo alive as the EFF before had.
The troops more or less disbursed and went about their business as long as nothing happened, and Alvarez lead them to a mansion that looks like it once was the centerpiece of a plantation. A chest-height bricked wall surrounds a wide courtyard which now holds hedges and flowers, opposed to whatever was grown here for sale in ages past. Several soldiers sat in a check point beside a stylized iron gate, which they buzzed open to allow the entourage access through, with a cobbled stone walkway leading up to the doors and then into the well furnished and air conditioned interior parlor chamber. The entire thing was very thoughtfully constructed, obviously meant to be both inspiring and homely. The colonel sat himself in a chair once they were inside.
"You may stay here if you wish, for as long as your duration keeps you. While the trappings are fanciful, the walls could stop an explosive. Your safety is well assured." He notes, and motions for them to be seated as well. Through a pair of semi-circular windows at the front one could see over the shore from here, the mansion being located at the peak of a small hill with a nice view. They were, of course, not here to sight-see.
"Now, let's talk about business. The governor-general empowered me with the right to negotiate on whatever is brought forward." With that said he waited to hear more about what actually brought them here.
"We're interested in these wares you're offering...and I'm curious what exactly you're looking for. Sanctuary? I can't imagine you need much by way of money or resource, you seem very well supplied. I wouldn't have guessed you held no national allegiance." To denote what he meant, he pointed out one of said windows towards the Hades, whose size was impressive even against the other ships at dock.

"Thanks for the warning, I'll remember that next time we come to visit."
As much as they'd like to check out historic locations, traveling through the Amazon doesn't sound like a comfortable trip,
"We happened to encounter the Qings during our journey, I'll have to say, they're smarter than the PU forces. But if the EDC happen to draw arms against them, you might want to be careful, they seem to care little about civilian safety and would go as far as using them as meat shields for their own gain."
After they have arrived, James and Saria each take a seat across the Colonel, ready to present their offers and answer any questions.
"We have managed to combat the ERC forces for a long period of time with the strength of our troops, and a few well thought out plans, but we do have our limits. Right now we have plenty of supplies and assets that we can use to maintain and increase the strength of our army, but we do need nations that will accept our money. We already have allies in Europe and Africa, but while that would allow us to fight the Ys, it is not enough to deal with the NAU and Oceania. As such, we're looking for a long term relation with your nation, one that will allow us to rest and rebuild during our campaigns versus these two nations."
Saria takes a few drawings and photos out, they each show some of the new ERC units, and then a few on the two Apsalus that was seen in two different battles.
"Other than a political difference, one of the main reason why I fight against the ERC is that I do not believe they are fighting for Earth. As you can see here they are deploying units that none of these nations can possibly field, and I have information that the spacenoids are using them as an indirect way to gain control of Earth. It is one thing if they decide to come to Earth and rule themselves, but if they're going to just use the Ys like a puppet state, then I worry for the safety of Earth itself."
And he's got enough reasons to do so, a faction with the technology to build powerful MAs and high tech MS is quite something to be worried about. More so when they are controlling a bunch of zealots like the Ys.
"I personally don't care about where you are born, or where you are from. But if they're trying to use Earth as some kind of playground, then I can't just step aside and let them do whatever they want. I too am a descendant of the EFF, and I believe I should do my best to stop them... but I will need allies, allies such as the former EFF troops in Dakar, or even the ambitious Avalon, anything in order to combat these technology powerhouse."
He then takes out a few files, containing some of the top secret technology that the Crimson Storm was able to obtain from their plundering and excavations.
"Of course we're not asking the EDC to do this all for free, or out of justice of some sort. We are willing to offer some of our unique technology, our mechanical designs, and if needed, our arms are available for hire. In exchange, I want EDC to provide us with the ability to build more warships, and as a possible ally against the ERC and whatever it is that is behind them."
He then sits back on the chair and wait to see how the Colonel will respond. It's not a bad deal, the only thing that the EDC actually have to give, is to join this on going war, and against the ERC like they have been before.

Alvarez takes note of the information on the Qing but doesn't make mention of it in favor of keeping the conversation flowing smoothly. There'd be time to get chatty over the little things later. For now, the sooner they hammered out some kind of deal, the sooner the two of them could do what needed to be done.
When presented them, he took the pictures of the new units being produced by the ERC, and just generally used by them. His brow furrowed, unmistakably pretty perturbed by what he was seeing in those mobile armours, for good reason too. The MS used by the Coalition worried him less, it was only a matter of time before they got them, after all. For now, no one at Fort Baru reported seeing anything of the sort near Panama, so it was assumed that all their mobile units were tied up in Asia for now. This was a boon for them all. One thing James might find strange is that the colonel doesn't seem surprised by the spacenoid comment in the least.
"Not spacenoids Mr. Wong, lunarians. The lunarians are backing up the entire ERC as we understand it, they're quite literally fueling their war effort. Most of the Helium 3 being used on earth comes from them, they give it to this Ys State we hear about in Europe; they distribute it to their allies from there." Alvarez explained, filling in a couple of the holes that James's information had contained. It was high value stuff, but considering what they were learning, it was a good trade. Now they knew what the Coalition was capable of and could plan for it, before this, they'd have had no idea about this Apsalus until it hit them. There might not have been a second chance. He put the drawings back down and then picked up the other folders to peruse while the conversation continued.
"We oppose the ERC because we've seen the trouble the old federation wrought. I don't think it a coincidence it fell, and the chaos it caused in its dying days and the run up to them, is still being felt. I don't mean that offensively, since you consider that a part of your heritage. We worked and bled to forge this nation of ours, and we don't intend to let it be snatched up by greedy conquerors with stars in their eyes towards being the new rulers of Earth. I imagine they'll come knocking sooner or later so we're preparing now for that day well in advance. I'd be lying if I told you we weren't looking for more allies in the process." Alvarez replies and continues to flip through the designs in particular.
"I don't think you'll need to worry about us putting you to work for the time being, but your technology and designs do interest me. As for what we can do...we possess vast industrial capacity, I daresay more than any nation sharing this world with us. That request can be easily met, almost anything required can be made in our nation. That is, if you provide the schematics for it."
He tossed the folder back down onto the table between them with a plop as it landed, while he folded his hands in his lap, expression resolute. "In regards to the other parts: For now, we are not willing to commit to war with the Coalition. We're assembling our own plans to deal with them when the time comes, I'm certain you can understand that this is not something anyone would want to rush into. Their backers will be even more troubling to deal with that the Coalition itself, I'm afraid. But that topic can wait for another time."
"I predict it is inevitable we will be forced to fight the ERC. When that happens you can count on our direct support. Until then we can offer what you need to continue your engagement. As I noted we have a peace treaty with the NAU to our North. We're unwilling to break our word and go on the offensive against the Union without them or their allies provoking it beforehand." Apparently the people here valued their word highly as well.

Unlike the guesses that James are making using the evidence that he had fine, the ERC seems to know something solid. Either they've made deal with them in the past, or they have some sort of information that the Crimson Storm did not have.
He nods at the comments that the Colonel made about the EFF's later days. Personally he agrees that that EFF could have been better, but he knows that there were still some people that worked to improve on the situation, just that it wasn't quite enough to solve everything.
Though he is a bit disappointed that the ERC won't be assisting them directly, any help will be good against the ERC, and what he needs the most right now is not military strength but industrial ability. As long as that could be provided, he will have no problem with continuing the fight, and maintaining his victories.
"I respect the decisions of the EDC, and is thankful for the assistance. I have recovered the Minovsky Craft used by the Apsalus III in Tokyo, let that be a gift to Jaburo. Other then that, we have the Forneus mobile pods. It proved to be effective in the battles in Asia, and inexpensive to produce, it could be used along with Marine MS and fill in the ranks to form a large navy."
He planned to sell the Forneus to other friendly nations anyways, so that's not a big loss. The Minovsky Craft is useful, but not something he needs at the moment, so it'll be better to be used to improve their relations with the EDC.
"If possible, I would like to be refueled and resupply on ammunition. The NAU might be weak, but they do take a bit of shots to defeat, we're getting low on that. After that, we plan to return to Europe and help our allies in the area, so I would like to produce a few ships before we leave."
He plans to produce up to six ships before he continues back to Europe, hopefully the EDC would have the spare industrial ability to fulfill that request for him. It would take sometime, so he might be staying for a while before they depart for Europe.
