The species known as the Rhodovulsk are an enigma, where they come from is unknown and what they want is just as mysterious. They are a species born to space itself, having evolved in the void and not upon a planet’s surface. A particularly watery nebula, seeded with life by rock fragments thrown off by meteors impacting a nearby planet, came to house a unique ecosystem after untold millennial of evolution. Plants cling to rocks and other debris, producing energy from light and chemicals and outputting others, while creatures ranging from the microbial level to the size of a human swim in the misty depths. It is amazing to think of how such a place could form life, the chance must have been a million in a million at best. But it not only housed a complex ecosystem, but eventually, sentient life as well. That would be the Rhodovulsk.
Adapted to the void, their skin is tough and rubbery, able to turn blades, halt micro-meteors, and block harmful radiation that would kill a terrestrial astronaut without protection. Their internals are all pressurized within their respective cavities, and their sensory organs can all seal against the external to preserve this balance. Their arms are long and their legs are stubby, each ending in three clawed digits linked with webbing that make them less suited to fine dexterity as a human's. Fins along their back and sides aid them to swim through waters both on planets and through the dense 'atmosphere' of the nebulae they call home. They look rather similar to some forms of marine life, eels in particular, which they are sometimes called by Terrans.
Though their eyes are more durable than other races', they can't see as far; the organs are relatively simple by comparison. But they do have a cluster of them that allows for a wide range of vision everywhere but behind the creature, with no other blind spots. On top of this they can see in several parts of the color spectrum that most other sentient species cannot, a product of the environment that spawned them. Their hearing and scent is similarly poor, with little need of such senses in the vacuum. Taste doesn't differ much in strength nor function from a human's, and they're omnivores capable of feeding on plants and animals both. They seem to possess a very finely tuned sense of touch, able to sense vibrations through the air, ground, and especially liquid mediums around themselves, essentially a form of blind sense.
Most curious is that they appear to be psychic, with powers ranging from telepathy (which all possess) to precognition (much rarer). It is believed that this is an adaptation resulting from their home environment, where verbal communication is typically impossible. Part of this seems to likewise manifest as a sixth sense that allows them to detect living lifeforms from well beyond what their other senses would allow, possibly by detection of their brainwaves or other electric/bioelectrical output similar to terrestrial "Torpedo" ray species of fish. For that reason, more conservative scientists venture that these aren’t “psionic powers” at all, but merely an advanced subset of biology where they use their own innate electromagnetic field to manipulate that of foreign bodies. Whatever the case, once they have detected such a creature, many of them have the capability to interact with other minds. Powers ranging from simple communication, to memory alteration, to outright mental domination have been observed. For that reason, they are considered extremely dangerous.
They eventually learned about technology after discovering a fleet of ships abandoned by some missing race at the edge of their nebula. The knowledge there in, and left on the surface of a nearby planet, was painstakingly reverse engineered and eventually able to be reproduced. They did this much faster than any other known race, and the size of their brains and mental capacity probably aided in that endeavor. Since then they've spread out from their home system. Primarily they look for other nebulae to 'terraform' to better fit their needs, recreating the environment of their origin by adding samples of life and foreign materials as needed. The majority of Rhodovulsk society live ascetic lifestyles in these nebulae, content to ponder philosophical truths rather than chase material desires. Indeed, monks and thinkers from other races have sought them out on rare occasional for insight. Others have attempted to adapt to life on planets, finding deep oceans suitable environments for habitation. Terrestrial examples of this species are rare and even more isolationist than those in space.
The Eels, and the progenitor race whose legacy they inherited, were masters of biotechnology. Though they have learned to work metal since leaving their home system, most of their equipment is grown rather than forged. This matches their philosophies closely, because rather than twisting the raw stuff of the universe to suit their needs, they work alongside other forms of life to accomplish these tasks together. Much of this technology is based upon the species that shared their home nebula, though some exceptions exist.
Those that yearn for more than the peaceful, solemn lifestyle of most Rhodovulsk ply space in the same ships that they first found, or reproductions thereof. The purpose behind these missions can vary, but it usually is not discussed with outsiders. These privateers are much more willing to bend the universe to their wishes than those that stay behind, and their moral compass is aligned much differently than that of most they meet.

They seem to pick targets for attack, trade, and diplomacy at random, but all are part of some deeper purpose. The members of their kind that are gifted with precognition sometimes gain glimpses of the future, and the fleets are the arms with which they seek to avert or bring about what is foreseen. More of them have been seen in the galaxy than ever before, making some wonder if their mystics witnessed something truly dire on the horizon...

The Krotosi have always been a favored target of the Rhodovulsk due to the easiness of manipulating a zealot, but lately they have started to act against them in a more martial aspect. The Horde threatens more than just the Terrans, and they have seen that a galaxy with them at the helm is not a place to benefit anyone outside of their own narrow-minded, dogmatic hierarchy.
