The Odin Class Exploration Ship soon entered the former region of space that the RSS Darwin. Though tensions have been escalating in the passed week in the Empire on the Frontier is a completely different story. Here with RSS Darwin managed to make first contact with a new species, some within the Imperial Exploration Expedition Fleet have been some what troublesome. Ambassador Ilriana Fleming who has been given this assignment didn't care much about the Noble Houses in terms of some of their dealings though she was reserved on some of them in their ways. She born native on the Imperial Worlds grew up with the Empire being a beacon of hope to give stability and order for the human race. Though true she did give Nobles their chances at times, but because of this others within the Imperial Navy wouldn't like her as there was many who would wish to either take away all nobles or have them all dead for good of the Empire.
Ilriana Fleming was a blonde woman and already mid forties, she has already experience in preventing some conflicts between some Houses as well was aide to the Ambassador which was present with the surrender of Khaedia, which lead to the treaty between the Empire and Tetranni Dominion which lead to wars end. Here now she was lead Ambassador; now to begin negotiations between the Iltruskar Hiearchy to define the borders, neutral zone, areas of control and of course opening of trade. Last time this occurred didn't end to well with the outbreak of the Tetranni Conflict. Here she hoped to make this have an peaceful solution then anything else.
Having not met Captain Kathrine Rarlaria, in person in her reports showed what occurred before which was hopeful to make peaceful negotiations go without a hitch. Still though to request Rabona Group in a separate meeting was risky. Many loyalist would be outspoken and might even call her a traitor if she allowed it. Others might see ways to ease tensions between the Imperial Navy and various Noble Houses. For now it was there to think about but first she had to deal with the Iltruskar who arrive. Already the Empire managed to bring this ship but also a way for both Ambassadors to meet a small station was created, though unknown what their make up was, they hoped it would suffice.
"Ambassador, the shuttle is prepped to lift off towards the station.", one of the expedition officers soon stated in full formal uniform.
"I take you will be a accompanying me to the station then?", Ilriana soon asked the 50 some year old officer.
"Yes I am Norman Ousto, the XO of the Stars Bane; the Captain told me a few to come with you.", Norman soon stated.
"I can see the Captain is taking precaution as its expected. Last time first contact lead to bloodshed I do hope I can prevent it to occur with this new race.", Ilriana soon replied.
Her brown hair continued to flow below her, her glasses stayed on her face as it was tied on to prevent it from floating about. She wore, civilian clothing but formal to show hospitality. As they both a few lightly armed guards entered the shuttle it soon made way towards the station.

Quite a few words in the Iltruskari language would be very hard for humans to understand, even when translated. Even their racial name came out to seem like a butchered phrase when converted into most human tongues directly. The title 'Xulran' was one that wasn't so unlucky. It simply meant: Highest sailor.
But that was something of a misnomer. A single rank existed above that on the chain of command; the Xulxar, or highest leader. While the former rank was the equivalent to admiral, the commander of an entire fleet, the second oversees the movements and commands of multiple fleets across his assigned system. It is the most prestigious position in the Iltruskari Navy, and only a handful ever reach the lofty goal.
But in this case no one so strategically important was to show up, for this was a diplomatic occasion and not a military one. The collective hopes of both sides was that it would remain this way, but the Kelp certainly did not plan to take any chances with it.
Around 13:00 on the human's clocks a number of jump points would be detected on the edge of the system, heralding the arrival of the aliens; whose ships would drop into sensor range not long after. Their scanners would once again be detected as pinging the system, ever the world wary species. To the collective surprise of the crews on board they found the system mostly empty. Beyond the station there was, once again, only one ship here to conduct business.
In stark contrast, this time the Kelp had sent along ships not made to explore, but to conduct war. In the event that something terrible happened they resolved to not be caught off guard and sent along equipment to assure that causing them trouble would not end well for anyone on the receiving end. That would be why this time, the Kelp envoy rode in upon one of their Scylla class battleships; whose bridge was at the moment manned by the residing XO, so that the admiral and head ambassador could relax and prepare themselves in the captain's quarters.
Aboard the Flagship
(The humans once again perplex me.) The ranking officer of this fleet, Renfror, commented as his bridge crew sent the latest information to this chamber. It was a spacious affair, neatly organized with files and technical readouts of humanity's known capabilities laid out on every stool or desk not occupied. Water flowed gently around the room, pleasantly flowing over his waxy skin to help the stressed Kelp focus. Renfror was not quite as stern or collected as the one the humans had met before; he was a few inches shorter, and his body started to wear with age at 21 years. (Did they not reason that we may be hostile? One vessel could never hope to stop us, should that be the case.)
Beside him sat the diplomat assigned this case by the Hierarchy itself, his name was Swlwan. Compared to his friend he was rather young, but one of the best at his job. His reddened eyes were sharp and keen, always picking out the tiniest details in body language and negotiations to exploit with a cunning mind. (That is done as a sign of trust, in doing so, they assure us they've no hostile intent.)
(But what makes them so sure that their faith in is is warranted?) The admiral retorted.
(Nothing. It is a leap of faith, made in good showing.) The ambassador said, to which the Xulran could only nod. This guy, after all, was the expert.
(Do you think, then, that our bringing so many warships to a diplomatic meeting will make us seem...), he struggled to think of the correct term, (...overbearing? As if we are trying to seem threatening?)
An answer to that did not come right away, it was a valid point for Swlwan to consider. (Ultimately I think not. Our objective is to appear imposing and that shall work. The first meeting assured the nonhostility of our people, further displays along this line will work to accentuate that our neutrality is barbed; should any on their side seek to break it.)
Nodding, Renfror turned back to his files and browsed them to prepare for what was ahead.
Meanwhile...
While this discussion was going on the Iltruskari fleet would be making its way to the station on impulse engines. Just before weapon's range they would stop and open a communication with the crew aboard the space station set in orbit high above the dusty planet Mirchial and his crew had discovered not long ago. They would announce their presence and intent, and then request clearance for a shuttle of their own to dock at the station. The standard affair for coming and going along the space lanes, at the very least the two species had a similar operating standard in how this worked.
Assuming that went off without a hitch, Swlwan and his own security force would board their shuttle and depart to land on the station. After docking, but before anyone got out; one particularly important question did come to reach the humans: "Did you take precautions to accommodate our people aboard this station?"
Last time they had informed the Rabona explorers they were an aquatic species, and both the diplomat and the admiral suspected that no such measure was taken to provide a marine environment.

After the clearance was given to dock at the station the question was soon heard on what was ask. The officer at the station soon began to send a reply, "I am regretfully to inform you we couldn't do such a thing. We didn't know how water we seen in planets would affect you and didn't wish for you to gain an illness or contaminated. Though we hope next time we could prepare a proper environment, for your people in any future negotiations."
With that the station itself wasn't even large small and only a few hallways that lead to the middle. Ambassador Ilriana Fleming and XO Norman Ousto have already at the meeting table. With her seated and him to the right, they awaited for the Iltruskar to arrive.

"Message understood." Would quickly come back to the radio operator.
In truth the Kelp were rather resistant to disease as far as lifeforms went. While thoughtful of them to take that into consideration, the same could well be said for air containing harmful pathogens to them. Even so, the diplomat suspected he could play this to his advantage.
A hiss of pressurized air escaping would fill the cramped halls of the station as the doors to the Iltruskari's shuttle finally slid open. From within it stepped a small entourage along with the diplomat himself, 4 people in total; him and 3 guards. Bringing Renfror along was talked about but in the end the two of them decided his place was better served on the fleet in case of trouble. Following the trend that seemed to be established here, the Kelp party were significantly more heavily equipped than the human diplomatic envoy.
The three guards were clad entirely in heavy powered armor, made of a gleaming silverish metal that was trimmed in gold all around the edges. A trio of faintly glowing red lenses were fitted over the eyes to enhance vision and protect the sensitive organs from damage in battle. As with most of their constructions the armor was smooth to the touch with nary a single corner anywhere on it, all rounded at the edges and made to be as hydrodynamic as possible. The only exception to this was on the arms and legs, where the armor plating was arranged in a pattern of overlapping scales like a fish or snake's to allow for greater range of movement. Fitted to the back right above the legs was a backpack system that worked to both power the entire suit as well as filter the water the wearer needed to survive within for extended operations on land or in space. Even though one wouldn't be able to tell from just looking it also housed an exoskeleton to enhance the strength of the Iltruskari inside, as well. The workmanship was impressive, to say the least, and obviously meant to both show off and be imposing. The armor did nothing to hide the utterly alien shape of the Iltruskari's forms, a strong reminded that this species deviated from the norm even by breaking from the all too common humanoid design.
Swlwan's own exosuit was much less threatening by comparison. His seemed to be made of some sort of hardened plastic material that fit the form much more snugly; likely working more to pressure him and provide a liveable environment, opposed to working as fullscale combat armor like his escorts here. None of them had weapons drawn, but the soldiers all had an assault rifle slung over their backs and a sidearm at their 'hip' analog.
Regardless of that the entourage would quickly set off down the halls and find the meeting room within a few minutes time, there not being much space to get lost in and all. Swlwan lead the way with an escort to both the left and right of him, with the third bringing up the the back. They fanned out when he entered the conference room, taking position in the corners out of the way so that their presence wouldn't interfere with the meeting.
"Greetings," the ambassador began, voice synthesized once more, "my name is Swlwan, official diplomat of the Hierarchy. It is a pleasure to be meeting with your party in person at long last."
Here the diplomat would stop here and look over the humans and their own military escort carefully. They seemed benign enough. He'd walk forward and stand across the table from them. He neglected the chair arranged for him, not only would it not fit his physique comfortably, but he'd probably break it if he tried.
"I hope that my personal and naval escorts do not come across as intimidating. We...are a cautious people at heart, and subscribe to the belief that one is better safe than sorry in all of their dealings." He soon continued, with no discernible emotion in his voice. Which was good, because he was technically lying, he did hope that their presentation would display that had a lot of power behind their words and actions; this was his way of judging if it worked tactfully.
"That having been said I would like to thank you before we begin for making the time to meet with us. As I understand it, your empire is quite vast and I have no doubt many other pressing concerns are on your mind. It is my hope that we can make this occasion a fruitful one for our respective peoples." Swlwan finally concluded, folding both of his hands and placing them on the tabletop to show he was certainly hiding no tricks. It's important to note in saying that he was making no reference to any of the private information the Rabona Group had spilled. He was merely being thoughtful of their government's workings on a general scale. Either way he waited patiently here for their own introduction to set things underway.

Ambassador Ilriana Fleming was expecting to be surprised but to see their shape in person itself, you could tell the Iltruskar were very different from humans in fact different from much she seen. Only other different looks would of been the Tetranni bio engineered soldiers which were made into beasts or foot soldiers for their own Dominion. She soon got up and greeted the Iltruskar after the Ambassador's military escort moved to simply guard and watch.
"Welcome Ambassador Swlwan, I am Ambassador Ilriana Fleming, representative of her Imperial Majesty Empress Cirenia The First in her Name. To my left is the representative of the Imperial Navy Commander Norman Ousto, the XO of the Odin Class Exploration Ship currently outside. I understand for such a feeling, I was the one who recommended in only sending a single ship in act of good faith. Our Empire maybe vast but we take the opportunity, that meeting other races and civilizations are a mandate that takes priority. Now that introductions are finish let us get down to business.", Ambassador Ilriana soon finished.
Soon on the table a screen came up to show in both human and the rough translated version of a treaty, with discussion open. Norman continued to stand to the side of Ilriana who only nodded to his mention then stood there in complete silence.
"As to first on the order of business we must discuss the current borders between our two civilizations. To determine which area belongs to one another so no future problems occur when both civilization's populations expand.", Ilriana soon said which the screen soon changed into the current known map of the Empire, of course the Iltruskar portion needed to be added in which is why they were there.

Swlwan couldn't help but be proud when he was proven absolutely spot on in his assumption. He enjoyed being right, after all, he was quite literally born for this role. Even so he didn't let any perceived smugness show, not that his face could be seen through the envirosuit nor read even if it was exposed.
"It is an honor to meet you both." The Kelp politely interjected once both of the human dignitaries were introduced, afterward falling silent to let Fleming speak her piece.
Swlwan watched and listened very carefully to everything she had to show and tell, taking particularly keen interest in the map of the Empire when it came to be displayed. His memory was good, even if not photographic, and he made sure to commit it to his memory just as a precaution. Then he turned his gaze upon the proposal they had down on the table, scrolling through the electronic pages.
They have done well to translate our language despite so little contact...their ingenuity is beyond what I had expected.
"You may feel free to deal with me in your natives tongue, I am fluent in several of the more prominent your people use...and the language of my people is rather difficult to master and translate for others, I am told, due to our different vocal structure." Swlwan noted quickly, as he took stock of their attempts at translations and what the treaty entailed precisely. "However, it is appreciated that you put forth the effort to accommodate us in this regard."
The ambassador went ahead and pressed his finger to the screen somewhere to the west of the Empire's current boarders, a good distance into space uncharted to humanity. From there he drew his finger in a square to outline the space currently occupied or claimed by the Iltruskar Hierarchy. It was an appreciable chunk of the region, though nowhere near what the Imperials had under the thumbs of their collective houses.
"It is fortunate that we found one another in empty space. Our respective plans of expansion would have sooner or later brought one of us to the other's door, and in that circumstance, perhaps things would not have ended to be as peaceful." He said, observing the point where both nation's frontiers ended. There was a fairly wide strip of unclaimed space in between, which included this planet they were negotiating at right now.
"It is clear to us both, now, where our definite lines end. However, we can see that trouble will arise in this zone here. A number of the systems in this sector have been visited and claimed by the Hierarchy." Here he looked up from the map and once again pressed his hands together, glancing between Ilriana and Norman. "I have no doubt that a number of your own explorers and homesteaders have their sights on this same region..."
"I shall remind you that my people have extremely specific needs in regards to habitable planets. That, combined with the relative sizes of our respective states makes this greater region especially coveted by the Hierarchs..."
"I would like to discuss the partitioning of this sector, for future colonization. It is crucial to future peace, and overall well being of our peoples." And so began the real diplomacy, with Swlwan taking a fairly hard stance. The region beyond Imperial space, yet before the Iltruskari's boundaries, held a number of planets the Kelp wanted. None nearly as good as the ambassador made it seem, but he desired to test the waters, so to speak, and see how well his counterparts would hold up under pressure. In truth, they had not even formally claimed this sector they were in before the Rabona Group stumbled upon them. But there was no way for humanity to verify that.

Ilriana soon looked at the map that the system was pointed at. To her eyes it had much water and other natural means to supply a human colony. But noticing the planet was water, gave her an indicator what types of planets the Iltruskar Hierarchy require. Though humans have lived on land human require water to survive as well.
"I understand why our own explorers would also target such a world. It being made out of water, which itself another necessity for humans to survive as well. But for the sakes of peace, we understand and recognize such worlds you have already claimed as under your borders. Now that is done the rest of the worlds there must be a fine line we can discuss, for our borders. As we can see both our civilization's borders have not exactly touched, as both our groups are exploration fleets in unclaimed and uncharted space. I even can suggest this system can even be neutral ground for all meetings, with of course expansion of this station for your needs as well for all future meetings.", Ilriana then replied.

"It pleases us that you're willing to understand our position..." The alien diplomat began, voice unreadable of any emotion. "I understand water is important to almost every living thing that we have encountered. However, it is significantly more difficult to make a habitable environment for a wholly aquatic species...than one whom only need consume it to survive."
That was true, but for now, Swlwan didn't move too quickly to explain the finer points of Iltruskari biology. Suffice to say, if not in water or in a suit that contained it, they'd die in short order. Perhaps after this, both sides' researchers could study one another to know more. Certainly, there was much left unsaid about humanity that drew their interest, too.
"I like your idea to leave this system as a neutral meeting point for our two respective factions. From the readouts our explorers provided...the planet below is of little use to my people, and I would assume little to yours as well. Thus, it will make a fine middle ground." He said after giving her idea a few seconds of consideration.
"This system we are in is more-or-less halfway between our borders. Why do we not divide everything to the west, as belonging to us. And the east, as belonging to your Empire?" Swlwan soon afterward offered. Using one of his 'fingers' he drew a line on the map with this planet working as its Axis. With that, he cut the unclaimed space between the two race's claimed sectors down the middle. "We have claimed most of what is on our side prior to our meeting with the Rabona Explorers...whom we can only imagine have done the same on the opposite side. I do not think either of our people would lose out by finalizing our borders to include lands that we, more than likely, have already claimed for one another."
"It would end any future territorial disputes before they can begin." He concluded, seeing this all as a reasonable proposal.

Ilriana soon heard what was said and looked at the cut off then replies, "It looks good to me, and more straight forward before any disputes can be had. I agree with what you suggested. With now that matter now done let us discuss trade and of course an official treaty between our two people."
Ilriana soon said with soon on the screen changed into various goods of shown of human creation. But as well on another screen an official document on screen, though mostly completed in recognition of borders were put it still had a few blanks due to the meeting is still ongoing. Other parts was recognition of sovereignty between both powers, As well the common law of the rules of war including prisoners of war.
"As well I hear you have requested an specific meeting with the Rabona Group as well if I am correct?", Ambassador Ilriana soon asked.
The XO Norman Ousto soon tensed up a bit, but didn't say a word. Being extremely loyal to the Empire he could be considered in the belief of those who do not need the Noblesse within the Empire. That it everything would be better if all of the Noble Houses were exterminated for a more peaceful Empire under the Empress.

The Kelp diplomat was rather enthused with how smoothly this all was going, he had expected more trouble. It would seem that the alien had lucked out in getting an agreeable envoy from the human Empire, it would seem. The hierarchs would be happy to hear of how much territory he had secured for them to grow into on this front, without even needing to turn to other directions.
The treaty itself was very carefully read over by the Plant ambassador, making sure no fine print, loopholes, or double meanings would slip under his gaze. That sort of thing he was very, very well prepared for. But it all looked solid enough for now.
"For the time being I can find no faults with the treaty you have prepared, but I would like to give the final document a second reading when we are almost done here."
The section about both side's sovereignty was given more attention than most, not because he didn't understand the principle, more because it continued to intrigue them how such a seemingly flimsy system of government could work over so vast an area. Mirchial had informed him all about this, and it was something he was briefed to exploit. House Rabona seemed to be the first chink in the Empire's armor through which they could work, and that fact had apparently trickled up the chain to Imperial command.
It was fortunate that Ilriana broached that topic herself before it fell to him. That was good, it might appear that the Kelp had an agenda, had it came down to him to open that matter of dialog.
"Yes. The explorers we had encountered introduced themselves as hailing from one of your houses. House Rabona, my documents inform me." Swlwan noted the jumpiness of man seated to his right, but he didn't speak of it for the time being. "Your feudal system allows a wide swath of flexibility to your Empire's component houses, as I understand it. The Rabona Group informed our...admiral would be his rank in your tongue, of this fact. We were likewise informed territory in your state is divided between these nobles and the Imperial faction itself..."
Swlwan stopped briefly to gauge both their reactions. "Thus it seems only logical to us that relations be opened with the Imperial authority itself and the lesser house. It would allow ease of cooperation between our nations for us to deal on an even level with the autonomous members of your Empire, to levy unnecessary bureaucracy would only harm trade and the development of this region...which seems to be one of the sparser sections of your claimed space." Ilriana seemed reasonable so the Kelp opened up with a reasonable argument back, that if the Kelp could trade directly with planets held by the various Houses without the Imperials in the way, the economy of the area would grow much more smoothly.
But just in case that wouldn't work he tacked on one more sentence, Kathrine's conversation convinced Swlwan that he would need to put some work in to sell this point. "From what I understand, such an arrangement would fall safely within the realms of the Noble House's designated autonomous powers..." Not a hint was let on that the xeno knew of the internal struggles the Imperials were facing, seeming as innocent as ever and merely raising a point that this shouldn't be a matter of contention at all; in his mind. But by saying this, his TRUE goal was the hope that it would remind these two that infringing on the established powers of the nobility, might only enrage the otherwise peaceful houses to the West and bring further strife to their race. Well, infringe on them more than the Empress already had. But the point was many whom are trying to stay neutral, may be incited to consider the other stance.

Ilriana soon heard the Kelp's entire talk and knew there was a fine line to walk at least with the present company. In the Empire itself the Empress is the law and if a House was rebellious they would of been exterminated though the planets would continue to thrive after those Houses destruction. To allow trade with the Iltruskar Hierarchy directly, could help build a bridge between the Empire and their nation. But at the same time it could be seen to some as an act of treason to some of the more radical portions of the Empire. She was an ambassador and the first step to prevent conflict was to allow both sides to come to an agreement.
After a moment of thought she finally came to an solution, "As you may or may not know the Empire usually deals with foreign relations as the Nobility of the Empire control their own worlds. As they are open to trade if they wish I will allow such an action as long as both parties come to an agreement and follow Imperial Regulation. As this good will it would help relations between our two people to become closer."
With what she just stated the XO Norman Ousto manged to keep himself calm then turned to Ambassador Ilriana.
"Ambassador I believe you just stepped out of the power you have.... let us discuss this in private.", the XO whispered in her ear.
"That it may its a first step for a true peace. It will also allow Houses who are loyal stay on our side, I will discuss with you later.", she whispered back.
"Sorry about that what say you about that agreement?", Ilriana managed to continue, even with the eyes of the XO watching her.
'So I am guessing he is one of the Old Imperial Faction.... figures...'

At first, Swlwan seemed eager at her acceptance of his requests. But she'd notice that the plant would become notably wary when her executive officer took her aside, despite doing his best to conceal it. Being a diplomat herself, she'd be able to notice the alien getting rather tense as well. Evidently, that was a trait that both species shared when under some form of suspicion or duress. Even though he didn't hear what the two were whispering it had him put somewhat on edge.
"I see. In making this request, I would like to affirm that it is not the intent of the Hierarchy to attempt to go behind the back of Imperial regulation..." The Kelp's words were deliberate, chosen very carefully, in hopes of disarming what this tension he was sensing was. It didn't occur to him it was about Imperial internal politics, and assumed it was about himself. "We merely seek to facilitate openness and the benefits it entails."
"With that having been said, I am happy that you see our way in this capacity. I trust this information will be passed to the House with whom we had met once we have concluded here, and for now, I would like to peruse the finer points of the trade regulations for your state; that I may make sure the Hierarchy is made fully aware of what they entail." The ambassador's three eyes focused first on Norman, and then back on Ilriana. Through the lenses of his suit both would notice that these aliens blinked, but not all at once, one red eye shut after another in sequence so that two were always watching at any given moment. It was a bit unsettling to anyone not used to dealing with foreign species.
"What else do we need to discuss, with the former issue now codified?"

"That should be it in fact, once the treaty has once more read over, we both can sign officially recognizing it.", Ilriana soon said which Norman still was not liking the idea of Noble Houses to be allowed to trade with them.
'Doesn't she see? If they gain such a trade partner who knows what advancements they would make. It would be better to simply have the Rabona Group dissolved. One less potential enemy to the Empress and the Empire as whole!'
Though he thought this he kept quiet as internal politics must not get out of the Empire and drag in aliens.

"Once we are done there I can provide you a rendition in our language to bring back home to your superiors, that they may be certain we are in compliance."

Ilriana was surprised the Iltruskar knew about paper as it was mostly a human document to begin with.
"Paper and digital is fine. As for the rendition in your own language shall be greatly appreciated.", Ilriana soon replied as she too over looked that everything was correct on treaty.
Soon paper document was brought out for both to side. Taking out an old fashion pen she soon signed the paper, which finalized it on the human side. Norman continued to looked a bit suspicious as he soon saw her write her name.
